Authorizes charitable gaming organizations (fraternal, veterans, or active duty service member organizations existing as of January 1, 2013) to operate charitable video lottery machines connected to the state lottery's central computer system, with play restricted to active members only.

Requires charitable video lottery machine proceeds to be distributed as: 60-86% returned to players, 40% returned to the state (with 1% directed to substance abuse and mental health treatment programs), and the remainder to the charitable organization.

Limits eligible charitable organizations to a maximum of 25 machines, with the formula of 10 base machines plus one additional machine for every 70 members over 500 members.

Requires charitable organizations to donate at least 40% of their annual charitable video lottery machine proceeds to charitable purposes including national programs, Delaware-based nonprofits, scholarships, and community benefits, with reporting to the State Lottery Office by March 31st annually.

Establishes an Advisory Council on Charitable Gaming Planning with representatives from the lottery director, state legislature, and governor to advise on operational procedures and regulations; all charitable video lottery machines must connect to the central computer system by July 1, 2014.

Amends child support enforcement provisions to allow lottery operators to intercept qualified video lottery prizes (W-2G awards of $1,200 or more) to satisfy delinquent child support obligations.
