Applies §4121 and §4122 retroactively to all persons convicted of registering offenses, requiring the Attorney General to redesignate them to Risk Assessment Tiers and provide notice by registered mail or reliable method.

Grants sex offenders the right to request Board of Parole review of their Risk Assessment Tier designation within 10 days of receiving notice, with failure to request constituting a waiver of review rights.

Authorizes the Board of Parole to redesignate Risk Assessment Tiers at its discretion and consider evidence including lack of subsequent criminal offenses, treatment completion, and time elapsed since the original offense.

Requires the Board of Parole and Attorney General to notify the Delaware State Police Superintendent and relevant local law enforcement of any Risk Assessment Tier redesignation for entry into the DELJIS computer system.

Establishes that §4120 and §4121 apply upon redesignation, while §4120 and §4336 remain in effect until redesignation occurs.
