Establishes chaperone requirements for licensed healthcare professionals treating minors (15 years old or younger) in Delaware, including physicians, chiropractors, dentists, occupational therapists, physical therapists, athletic trainers, and massage/bodywork practitioners.

Requires a parent, guardian, caretaker, or same-gender adult staff member to be present during outpatient treatment or physical examinations involving disrobing or examination of sensitive body areas (breasts, genitalia, rectum), except in emergencies.

Mandates healthcare providers give written or conspicuously posted notice to parents/guardians of chaperone rights, with alternative notification methods required when posted or written notice would be ineffective.

Allows minors to decline a third person's presence only with parental/guardian consent and permits private consultation with the provider after examination without a chaperone present.

Requires healthcare providers to document in the patient's medical record the names of all persons present during treatment of minors, and applies different age thresholds for massage/bodywork practitioners (under 18) versus other professions (15 and younger).
