Require the Department of Health and Social Services to establish standardized protocol for safe disposal of unused prescription medication following the death of in-home hospice patients as part of hospice quality assurance standards.

Prohibit practitioners from dispensing controlled substances beyond the amount deemed medically necessary for a 72-hour supply.

Simplify the definition of "dispenser" in the Delaware Prescription Monitoring Program to exclude only licensed health care facility pharmacies dispensing for in-patient or emergency department care, removing the previous 72-hour supply exception language.

Require dispensers, including those dispensing 72-hour supplies, to submit prescription information for controlled substances to the Prescription Monitoring Program according to regulations established by the Office of Controlled Substances.
