Establishes "Continuing Professional Competency" requirements for professional engineers and defines "Retired Member" status in the Delaware Code.

Changes renewal billing from 30 days to 60 days before expiration and removes the 3-month grace period for payment; fees must now be paid by the expiration date.

Allows retired members to remain on the roster while exempting them from Continuing Professional Competency requirements; retired members may use "P.E. (ret.)" designation but cannot reinstate to active status.

Permits Council elections through electronic voting and other procedures determined by Council, replacing the previous letter ballot requirement with 30-day return period.

Removes specific examination hour requirements (16 hours total, 8-hour divisions) and allows Council to approve examinations; expands options for applicants who fail the Principles and Practice examination four times to include college coursework or additional experience in lieu of further documentation.
