Changes Chairperson tenure from serving at Governor's pleasure to requiring 4-year staggered terms for regular members, with Chairperson remaining at Governor's pleasure.

Defines neglect of duty for board members as absence from 3 consecutive meetings without adequate reason or attending less than 50% of meetings in a calendar year.

Places Board of Parole within Criminal Justice Council for administrative and budgetary purposes, with fiscal oversight provided by the Council's Executive Director.
