Requires applicants for reciprocity licensure to have no pending disciplinary proceedings or unresolved complaints in any jurisdiction where they are or were previously licensed.

Grants Board express authority to permanently revoke a practitioner's license as a disciplinary sanction in addition to standard revocation.

Clarifies barber licensure pathway by allowing completion of either 1,500 classroom hours of continuous training OR 3,000 hours of apprenticeship to a licensed barber.

Removes obsolete provisions regarding inactive licensure status and outdated apprenticeship hour completion timelines, and eliminates requirement for Board to establish minimum equipment standards by regulation.
