Authorizes the Department of Health and Social Services to impose administrative penalties up to $10,000 per violation for violations of lead-based paint regulations, with each day a violation continues constituting a separate violation.

Establishes that all fees and penalties collected by the Department are appropriated to carry out lead poisoning prevention programs under Title 16, Section 122(3)(t).

Permits the Secretary to pursue civil action in Superior Court for collection of unpaid administrative or criminal penalties, including interest, attorney fees, and costs, with no review of the penalty's validity or appropriateness allowed.

Requires renovators and dust-wipe technicians meeting federal certification requirements to obtain a Delaware Department license upon expiration of their current certification, with annual license fees of $50.

Allows homeowners of target housing without pregnant women or children under age 6 to authorize renovation contractors to forgo federal lead-safe renovation compliance requirements through written certification, with contractors exempt from liability for owner misrepresentation.
