Expands complaint authority to include facility employees in addition to patients for invasive medical procedure facilities, and allows inspections upon receipt of such complaints or adverse events.

Requires accrediting organizations for facilities performing invasive medical procedures to be entirely independent from the facilities they accredit with no conflicts of interest.

Defines "invasive medical procedure" as any medical procedure requiring anesthesia, major conduction anesthesia, or sedation, including dental and podiatric procedures.

Authorizes the Department of Health and Social Services to order closure of any facility posing substantial risk to public health or safety during investigations or inspections.

Requires the Department to promulgate final rules and regulations within six months of enactment and notify the General Assembly by September 16, 2013, of any changes in accreditation organizations due to new independence requirements.
