Establishes the Community Firearm Recovery Program (CFRP) to safely remove illegal, unsecured, abandoned, or unwanted firearms from communities through voluntary surrender in exchange for funds, gift certificates, or coupons.

Requires participating agencies (local police, New Castle County Police, Delaware State Police) to designate surrender locations and set predetermined exchange values within 3 months of receiving funding.

Permits CFRP funds to be used for law enforcement officers to purchase firearms for undercover operations, regardless of whether the weapons are legally possessed.

Establishes a "Firearms Recovery Fund" and authorizes the Secretary of Safety and Homeland Security to set rules for fund distribution, firearm storage, and disposal through sale to federal licensed dealers or destruction.

Allows anonymous firearm surrender without personal identification and grants immunity from weapons possession charges to individuals traveling directly to or from CFRP surrender sites.
