Requires charter schools to include in annual reports (due by November 1) discussion of innovation in curriculum, instruction, student culture, teacher development, school operations, and extracurricular programming, in addition to existing student performance and financial reporting requirements.

Expands the Department of Education's annual report on charter schools to include the Secretary's analysis and recommendations for improving Delaware education laws based on charter school innovations, and assessment of opportunities and barriers to implementing charter innovations in traditional public schools.

Establishes a Task Force for Promoting Charter-District Collaboration composed of representatives from the Department of Education, legislature, school administrators, teachers, charter schools, State Board of Education, and business community to develop recommendations for sharing effective practices between charter and traditional public schools.

Requires Task Force to develop an ongoing mechanism for sharing effective practices between charter and traditional public schools and establish documentation requirements for recipients of Charter Performance Fund grants.

Task Force must submit final report to the Governor, Speaker of the House, and President Pro Tempore of the Senate by January 31, 2014, and ceases to exist on that date unless the General Assembly extends it.
