Shifts security system registration responsibility from the security system user to the security business operating the system.

Requires a separate security system registration for each security system site, with applications submitted to the security system administrator within 30 days of activation or takeover.

Registration applications must include owner/operator contact information, site classification (residential or commercial), alarm types, emergency contacts, and certification that users received written instructions and training on proper system operation and false alarm prevention.

False statements of material fact on registration applications are grounds for refusal to issue or maintain registration status.

Takes effect 90 days after enactment with retroactive application to allow businesses time to register already-installed systems.
