Adds definition of "gateway sign" to Title 17 of Delaware Code, defined as signage providing information to traveling public about entering political subdivision or non-incorporated area boundaries, which may include slogans or graphics subject to Department approval.

Exempts gateway signs from the 25-foot setback requirement that generally applies to outdoor advertising signs near public highways, placing them in the same category as directional and warning signs.

Exempts gateway signs from prohibition on erecting or maintaining outdoor advertising signs on public highway rights-of-way, consistent with treatment of directional and warning signs.

Makes gateway signs subject to the same conditions and restrictions as other exempt sign categories regarding safety, visibility at intersections and crossings, and physical condition requirements.
