Authorizes and requires the Justice of the Peace Court to conduct drug testing of uniformed services employees, including those positions requiring qualification to carry employer-issued firearms.

Requires mandatory preemployment drug screening before any uniformed services employee can be hired or receive an official start date.

Mandates random drug testing of all uniformed services employees and allows reasonable suspicion testing when supervisory personnel suspect an employee is impaired by illegal drugs.

Requires testing for marijuana/cannabis, cocaine, opiates, phencyclidine (PCP), amphetamines, and any other controlled prescription drugs specified by the Justice of the Peace Court in regulations.

Authorizes the Justice of the Peace Court to impose sanctions including referral to Employee Assistance Program, suspension, or termination for employees who refuse testing or test positive, with an exception for lawfully prescribed medications.
