Requires all candidates for Town Commissioner and serving Commissioners to be eligible to vote in the annual municipal election.

Reduces the real property owner durational requirement for voter eligibility from six months to thirty days and requires registration in the Town Books of Registered Voters.

Establishes a 50% fee simple ownership interest threshold for individuals or entities to qualify as Real Property Owners eligible to vote.

Increases the durational requirement for resident Commissioner candidates from thirty days to one year immediately prior to the annual election.

Allows non-resident Commissioners to remain as non-resident Commissioners after selling property if they subsequently become residents, and permits resident Commissioners to transition to non-resident status if they lose residency but retain property ownership (provided at least four resident Commissioners remain).
