Amends Title 18 to require the Commissioner to grant rate reductions for 3 years to individuals and certified instructors who complete motor vehicle accident prevention courses approved by the Division of Motor Vehicles, applying to privately owned passenger vehicles.

Amends Title 18 to require the Commissioner to grant rate reductions for 3 years to individuals and certified instructors who complete Division-approved motorcycle rider courses, applying to individually owned motorcycles licensed for street and highway use.

Amends Title 21 to change the required training course for taxicab and limousine endorsement applicants from "defensive driving" to "motor vehicle accident prevention" course, with completion required within 30 days of endorsement or automatic rescission of license.

Requires the Division of Motor Vehicles to promulgate regulations to implement the bill's provisions.

Becomes effective 180 days after the Governor signs the bill into law.
