Establishes the Tuition Equity Act allowing certain non-U.S. citizens to qualify for in-state tuition rates at Delaware public institutions (University of Delaware, Delaware State University, and Delaware Technical and Community College)

Individuals must have attended a Delaware public or nonpublic secondary school for at least 3 years and graduated from a Delaware high school or received a high school diploma equivalent in the state

Applicants must enter the United States before age 18, be under age 35 at time of enrollment, register as entering students no earlier than fall 2014 semester, and have no felony convictions

Eligible students qualify for in-state tuition and can participate in the Delaware Student Excellence Equals Degree Program (SEED) and the Inspire Scholarship Program

Amends existing SEED and Inspire Scholarship program eligibility requirements to include individuals deemed Delaware residents under the new tuition equity provisions
