Removes mandatory minimum sentence requirement for fourth or subsequent felony convictions under habitual offender law, allowing judicial discretion instead of Attorney General determination.

Permits individuals previously sentenced to statutory maximum as mandatory minimum for a fourth or subsequent violent felony to petition the court for resentencing on the habitual offender portion of their sentence.

Changes habitual offender sentencing under subsection (b) from mandatory ("shall") to discretionary ("may"), allowing judges to impose sentences up to life imprisonment rather than automatic life sentences.

Allows individuals previously sentenced to life imprisonment under subsection (b) to petition the court for resentencing on the habitual offender portion of their sentence.
