Renames "limited license" to "academic license" for dentists serving as full-time directors, chairpersons, or attending faculty members in hospital-based dental or specialty residency programs.

Adds requirement that applicants must be "Board Certified" or "Board Eligible" in general dentistry or a dental specialty.

Expands scope to allow practice in any hospital-based dental, oral and maxillofacial surgery, or other dental specialty residency program with initial or full CODA accreditation, not just those already accredited.

Requires applicants pursuing Board Certification to obtain full certification within 5 years or lose license renewal eligibility; allows 2-year extension for programs undergoing initial CODA accreditation.

Permits academic license to convert to full license once applicant meets all requirements of standard licensure; allows individuals with prior academic licenses to retain them if maintained in good standing.
