Amends Delaware motor vehicle safety-responsibility law to make state-owned vehicles subject to self-insurer provisions under §2904, while maintaining their exemption from other parts of the chapter

Responds to the court decision in State of Delaware Insurance Coverage Office v. Rabrinda Choudry and Debjani Choudry (C.A. No. N12A-08-003 RRC)

Codifies Delaware's longstanding position that the State operates as a self-insurer for its motor vehicle fleet

Restores the State's ability to participate in Insurance Commissioner's Arbitrations for subrogation actions as required by 29 Del. C. § 2118(g)(3)
