Requires FDA-certified mammography facilities to provide written notice to patients when mammograms detect dense breast tissue.

Notice must inform patients that dense breast tissue is relatively common, may hide abnormalities, and advise them to discuss screening options and risk factors with their physician.

Prohibits the notice requirement or violations from creating a cause of action, standard of care, or being admissible as evidence in any civil, judicial, or administrative proceeding.

Compliance deadline set for January 1, 2015.
