Extends the deadline for submitting transaction records from noon to close of business the next business day for all three business types.

Adds a new exemption for businesses that take in trade items of a like kind to goods they sell as new, when such trade-ins constitute a principal or substantial part of their business.

Establishes cease and desist authority for the Delaware State Police to shut down unlicensed pawnbrokers, secondhand dealers, or scrap metal processors, with any property acquired while unlicensed subject to forfeiture.
