Transfers animal shelter oversight from the Department of Agriculture to the Department of Health and Social Services, including regulations on humane euthanasia methods and shelter inspections.

Prohibits carbon monoxide and carbon dioxide as euthanasia methods and requires euthanasia be performed by licensed veterinarians, certified technicians, licensed veterinary technicians, or certified individuals trained by veterinarians.

Transfers the Animal Population Control Program and Spay/Neuter Fund administration from the Department of Agriculture to the Department of Health and Social Services and restructures the Spay/Neuter Performance Review Committee membership.

Revises the Animal Welfare License Plate Fund Committee composition to include representatives from four animal welfare organizations and adds Faithful Friends Animal Society as a committee member.

Consolidates and clarifies the Department of Agriculture's authority over domesticated species used in agriculture, including poultry, livestock, and disease control measures.
