Amends Delaware Code Title 14 regarding the charter school approval procedure to allow "impact" considerations in approval decisions, with regulations to be established by the Department with State Board approval by October 31, 2014.

Permits conditions to be placed on charter school approvals based on impact considerations, including restrictions on geographic location, programmatic offerings, academic focus, and grade levels served.

Clarifies that placing conditions on approval based on impact considerations alone shall not be considered disapproval of a charter school application.

Changes the language in the approval section from "shall approve" to "may approve" applications that meet criteria, allowing the approving authority discretion to condition approvals.

Effective date: July 1, 2014.
