DE SB21

Establishes the State Employee Benefits Committee comprised of the Lieutenant Governor, Insurance Commissioner, Chief Justice of the Supreme Court, State Treasurer, Director of the Office of Management and Budget, Controller General, Secretary of Finance, and Secretary of Health and Social Services, or their designees.

Adds one additional Committee member appointed by the Governor from representatives of the Delaware State Education Association, American Federation of State County and Municipal Employees, Correctional Officers Association of Delaware, or Delaware State Troopers Association.

Sets the appointment term for organizational representatives at three years, with a requirement that all named organizational representatives must serve a term before any individual organization's representative can serve a second consecutive term.

Designates the Director of the Office of Management and Budget as Committee chair.
