Adds "a reported and recorded instance of bullying against their child" to the definition of "good cause" in Delaware's open enrollment law (§402).

Allows parents or guardians to terminate open enrollment agreements if their child experiences documented bullying, citing the bullying definition in §4112D of Title 14.

Permits early withdrawal from charter school enrollment (before the required 1-year minimum) if good cause exists, now including reported and recorded bullying incidents.

Applies the bullying provision consistently across both traditional public school open enrollment (Chapter 4) and charter school enrollment restrictions (Chapter 5) of Title 14.
