Restructures the distribution of video lottery proceeds by creating a new section (b)(2) requiring the State to retain 75% of equipment and vendor costs, with the remaining 25% to be paid from proceeds after purse and administrative payments.

Renumbers and modifies proceeds distribution sections, changing how amounts are allocated to players (minimum 87%), administrative costs, state revenue (43.5% or 42.5% depending on racing days), purses for horse racing, and jockey welfare benefits.

Establishes a Lottery & Gaming Study Commission to reconvene by September 15, 2014, consisting of nine members appointed by legislative leaders and state officials, with authority to examine Delaware gaming marketplace performance and make recommendations by January 15.

Requires the Secretary of Agriculture to commission an independent study by November 30, 2014, measuring the economic impact of Delaware's Thoroughbred and Standardbred horse racing industries, including revenue, job creation, and capital values.

Makes Section 1 amendments effective July 1, 2015, and requires video lottery agents and horse racing organizations to provide information requested by the Commission and Secretary of Agriculture.
