Establishes confidentiality protections for unclaimed property records, prohibiting state officers and employees from disclosing the amount of abandoned property reported by holders or details of voluntary disclosure agreements and settlements

Violations of confidentiality provisions constitute a misdemeanor punishable by fines up to $1,000, imprisonment up to 6 months, or both

Reduces penalties for failing to file abandoned property reports from 5% per month (up to 50%) to the lesser of 5% per month or $100 per day, capping maximum penalties at $5,000

Eliminates the 0.5% monthly interest assessment on outstanding unpaid abandoned property amounts

Extends the deadline for holders to submit letters of intent for voluntary self-disclosure agreements from June 30, 2014 to September 30, 2014, and extends the Secretary of State's voluntary self-disclosure program sunset from July 1, 2015 to July 1, 2016
