Defines "crusher" as any device, structure, or facility designed to reduce large pieces of nonmetallic mineral or concrete into smaller pieces and cause or contribute to air contaminant discharge.

Requires that crushers maintain a mandatory setback of at least 1,000 feet from every point on the property boundary line of any residence or residential community.

Establishes that no permit for a crusher may be granted unless the setback distance requirement from residences and residential communities is met.

Addresses environmental concerns related to crushing operations, including toxic dust discharge, water supply pollution, and noise and vibration impacts on public health and welfare.
