Authorizes Delaware's Secretary of Transportation to enter reciprocal agreements with other states and toll agencies for toll interoperability and collection of tolls and penalties.

Permits the Department of Motor Vehicles to collect tolls and civil penalties owed to "away agencies" (other jurisdictions operating toll systems) as if they were imposed by Delaware, provided reciprocal collection procedures exist.

Requires away agencies to offer due process protections and appeal procedures to prevent false or unjustified claims against vehicle owners.

Allows vehicle owners registered in Delaware to present evidence to away agencies by mail, telephone, electronic means, or other methods without requiring in-person appearances in the other jurisdiction.

Permits both Delaware and away agencies to charge each other fees sufficient to cover collection service costs, including registration agency expenses.
