Abolishes the Office of the Chief Medical Examiner and establishes a Division of Forensic Science within the Department of Safety and Homeland Security, consolidating forensic science functions and death investigation authority.

Creates a Director of the Division of Forensic Science position (appointed with Secretary approval) and restructures the Chief Medical Examiner as a subordinate position appointed by the Director; transfers oversight from Department of Health and Social Services to Department of Safety and Homeland Security.

Establishes a Commission on Forensic Science with ten members including state officials and forensic science experts to provide oversight, guidance, and quality assurance monitoring of the Division's operations and personnel.

Authorizes the Division to conduct pre-employment drug testing, random drug testing, and criminal background checks of employees and contractors; restricts outside employment for forensic personnel without written Secretary approval.

Makes conforming amendments throughout Delaware Code (Titles 10, 11, 13, 16, 21, and 23) to replace references to "Office of the Chief Medical Examiner" with "Division of Forensic Science" in death investigation, DNA database, toxicology testing, and vital records procedures.
