Establishes a 2-year post-employment restriction on former state employees and officers who worked on matters involving escheat, abandoned property, or unclaimed property

Prohibits these former employees from directly or indirectly representing or assisting any private enterprise on related matters during the restriction period

Applies specifically to private enterprises that had contracts, arrangements, or were in negotiations with the State regarding unclaimed property matters during the employee's tenure

Amends Chapter 11, Title 12 of the Delaware Code by adding new Section 1178
