Expands the Delaware Performance Appraisal System II (DPAS II) Advisory Committee from two to three members each for public school teachers and administrators.

Adds a new position for one public school superintendent or designee appointed by the School Chiefs' Association.

Changes the higher education representative from appointment by the Council of Presidents to appointment by the Governor from an institution offering teacher preparation programs.

Modifies the committee's responsibilities to include quarterly meetings, review of DPAS II data for accuracy and fair implementation, and review of proposed amendments to the State's Elementary and Secondary Education Act Flexibility Waiver before federal submission.

Requires the committee to submit written comments on proposed regulations to the Secretary and State Board, changing this from optional ("may") to mandatory ("shall").
