Removes automatic classification of dogs involved in animal cruelty or fighting cases as dangerous or potentially dangerous dogs subject to seizure.

Requires animals forfeited in animal fighting cases to be evaluated by incorporated animal welfare organizations or state agencies for adoption eligibility before disposal.

Allows forfeited animals to be transferred to rescue organizations and adopted to individuals (excluding the convicted person and their household members who participated in or knew of the unlawful activity).

Changes billing procedures for impounded animals to require submission of detailed costs upon impoundment rather than monthly, and includes evaluation costs in the reimbursement requirements.

Permits ownership of impounded animals to revert to the State or appropriate animal welfare organization if costs are not paid within 30 days of billing, regardless of criminal case outcome.
