Removes the requirement for applicants to pass PRAXIS I (general knowledge examination) prior to initial licensure, effective July 1, 2014, replacing it with content-readiness exam and performance assessment requirements to be adopted by the Department by July 1, 2015.

Allows the Department to issue initial licenses to school nurses who have not yet passed a general knowledge examination, provided they pass such an examination within one calendar year of hire; if not passed, the license becomes suspended and subject to Secretary of Education review.

Maintains the 3-year validity period for initial licenses and preserves alternatives to student teaching, including one year of teaching experience (except for core content areas), participation in Alternative Routes or Special Institute programs, and supervised practical experience for specialists.

Permits initial licenses of up to 6 years for applicants in vocational trade and industry areas to complete required college-level coursework, with a general knowledge examination to be passed prior to license expiration.

Requires applicants intending to pursue continuing licenses to complete professional development and mentoring activities prior to initial license expiration.
