Eliminates the requirement that the Delaware Thoroughbred Racing Commission maintain an office in the City of Wilmington.

Removes the exception that Commissioners previously did not receive expense reimbursement for meetings held at the Commission's Wilmington office.

Updates gender-inclusive language by changing "his" to "or her" for Commissioner expense eligibility.

Commissioners continue to receive $150 per meeting stipend, with the Chairperson receiving $250 per meeting, with no more than 16 meetings per year.
