Establishes a "Right to Work Act" in Delaware by creating Chapter 18 of Title 19, prohibiting employers from requiring employees to join labor organizations or pay dues, fees, assessments, or equivalent charges as a condition of employment.

Applies to all employers including private firms, corporations, public employers, public school employers, and public colleges and universities.

Declares any agreements between labor organizations and employers that violate these rights unlawful and void; violations constitute an unclassified misdemeanor with Superior Court jurisdiction.

Provides injured persons the right to seek injunctive relief and recover all damages, costs, and reasonable attorney fees resulting from violations.

Repeals existing provisions in Title 14 and Title 19 that authorized fair share fees for nonunion members, eliminating requirements for nonmembers to contribute pro rata shares of labor organization expenditures.
