Allows package store licensees to elect one three-consecutive-month period per year when they may open at 8:00 a.m. instead of 9:00 a.m., with election notice due to the Commissioner by December 20 of the prior year.

Permits package stores to remain open on Thanksgiving Day, removing it from the holiday sales prohibition.

Moves the earliest opening time for spirits, wine, and beer sales on Sundays from 12:00 noon to 9:00 a.m. in stores and taprooms.

Clarifies that municipalities with populations of 50,000 or more may limit Sunday sales hours to a maximum of 4 hours by municipal ordinance.

Maintains existing requirements that package stores remain closed on Christmas Day and Easter Sunday, and that stores may close one other day of the week without Commissioner notice if open on Sunday.
