Establishes the Committee to Advance Educator Compensation and Careers to develop a new compensation structure and career pathway for all Delaware educators, including classroom teachers, specialists, counselors, and nurses.

Requires the Plan to create a career pathway with meaningful steps based on demonstration of effectiveness and acceptance of leadership responsibilities, not solely on years of experience.

Mandates establishment of leadership roles with additional pay allocated across districts, guaranteeing at least one leadership role per school and providing greater allocation to high-need schools.

Creates senior leadership positions for experienced educators who have previously served in leadership roles, as eleven-month positions with significant responsibility for curriculum, instruction, professional development, and school/district leadership.

Requires the Committee to present its Plan, fiscal note, and implementing legislation to the Governor by November 15, 2014, for consideration in the Governor's fiscal year 2016 budget recommendation to the General Assembly.
