Re-establishes the Council on Correction (COC) as an advisory body to the Commissioner of Correction to address matters relating to the adult correctional system, including facilities and services for adult offenders.

Reduces COC membership from 11 to 7 members appointed by the Governor for terms up to 3 years, with no more than 3 members' terms expiring in any year.

Requires COC members to annually elect a Chair and Vice Chair, removes political party affiliation requirements that previously mandated at least 5-6 members from each major party.

Establishes that the COC shall meet no less than 6 times per year, with a quorum consisting of a majority of current members; members missing 2 consecutive or 3 regular meetings per year without cause shall be considered to have requested resignation.

Members serve without compensation but may be reimbursed for reasonable and necessary expenses; removes requirement that all meetings be open to the public.
