Creates a Court of Common Pleas Driving Under the Influence Treatment Program allowing DUI offenders to participate in a rehabilitation program as an alternative to traditional sentencing.

Permits eligible participants to obtain an Ignition Interlock Device (IID) license after 30 days of revocation, requiring IID installation on all registered vehicles for a minimum of 12 months.

Allows offenders who successfully complete the DUI Treatment Program to apply for license reinstatement after at least 10 months with an IID license, upon payment of all fees, fines, and costs.

Enables sentencing courts to suspend the mandatory 60-day minimum sentence for second DUI offenders within 10 years if the offender successfully completes the Court of Common Pleas DUI Treatment Program.

Establishes that successful completion of the Court of Common Pleas DUI Treatment Program satisfies education and rehabilitation requirements under existing law, effective August 15, 2014.
