Contingent upon enactment of Senate Bill No. 220 of the 147th General Assembly, authorizes the Director of the Office of Management and Budget and Controller General to deauthorize and reauthorize $9,900,000 to the Department of Finance, State Lottery Office for implementation of SB 220 during Fiscal Year 2015.

Deauthorizes $3,246,550 from Office of Management and Budget's New Jobs Infrastructure - Kent County Regional Sports Complex (appropriation code 2012-10-02-11-25119).

Deauthorizes $1,065,100 from Office of Management and Budget's New Jobs Infrastructure - Unallocated (appropriation code 2012-10-02-11-25119).

Deauthorizes $5,588,350 from Department of Finance's Video Lottery fund (appropriation code 2014-25-07-01-10244), of which $3,000,000 is reauthorized to House Bill 425 for the Strategic Fund, reducing the Strategic Fund appropriation from $22,200,000 to $19,200,000 for Fiscal Year 2015.

Declares intent of General Assembly that funding deauthorized for the New Jobs Infrastructure - Kent County Regional Sports Complex be replaced in full for the fiscal year beginning July 1, 2015.
