Requires the Diamond State Port Corporation to obtain General Assembly approval before transferring, privatizing, or leasing all or substantially all of the Port of Wilmington to a single entity or related group of entities

Mandates a presentation to the Joint Committee on Capital Improvement by the Corporation's Board chairperson, followed by caucus briefings, before any such transaction can proceed

Gives the General Assembly 30 days after the presentation to approve or reject the proposed agreement by concurrent resolution

Automatically deems any proposed agreement rejected if the General Assembly fails to act within the 30-day window

Requires any future assignment of an approved agreement to go through the same approval process
