Requires home inspector applicants and their employers to maintain liability and errors and omissions insurance in amounts determined by the Board through its Rules and Regulations.

Increases the minimum number of home inspections required for grandfathered applicants from 100 to 250 inspections in Delaware for compensation.

Allows grandfathered applicants to qualify through either 250 home inspections or 5 years of compensated home inspection practice, rather than requiring both conditions.

Prohibits home inspector trainees from including opinions of value in home inspection reports and removes language permitting such valuations.

Effective date: August 6, 2013.
