• Creates new Section 1462 in Delaware Code establishing a prospective ban on manufacture, production, delivery, sale, or purchase of assault weapons, effective 120 days after enactment.

• Defines "assault weapons" to include semiautomatic rifles, shotguns, and pistols with specified features (folding stocks, pistol grips, detachable magazines, flash suppressors, etc.) and lists 26+ specific firearm models prohibited.

• Permits persons who legally possessed assault weapons before enactment to retain them if they register with Delaware State Police within 120 days; transfer limited to heirs or licensed federal firearms dealers.

• Establishes violations as Class F felony (maximum 3 years) for first offense and Class E felony (maximum 5 years) for second violation within 10 years; exempts law enforcement, corrections officers, and armed services members in official capacity.

• Makes possession of assault weapons in Safe School and Recreation Zones a violation under existing Section 1457.
