Renames "commercial driver instruction permit" to "Commercial Learner Permit (CLP)" throughout Delaware Code Title 21.

Requires medical examiners conducting U.S. Department of Transportation physical examinations to be certified by the Federal Motor Carrier Safety Administration (FMCSA) and listed on the National Registry of Certified Medical Examiners as of May 21, 2014.

Adds new definitions including "Major Traffic Violation," "Manual Transmission," "National Registry of Certified Medical Examiners," and "Tank Vehicle" to align with federal Commercial Motor Vehicle safety standards.

Changes terminology from "non-resident CDL" to "non-domiciled CDL" and extends the non-domiciled classification to include Commercial Learner Permits.

Simplifies the definitions of "serious traffic violation" and "railroad-highway grade crossing violation" by referencing corresponding federal regulations in 49 C.F.R. 383.51 rather than listing specific offenses.
