Establishes five representative districts in Bridgeville with one Commissioner elected from each district for two-year terms, staggering initial elections between two categories of districts.

Changes municipal elections to be conducted on the first Saturday of March from noon to 7 p.m., governed by Delaware's Chapter 75, Title 15 municipal election laws.

Defines qualified voters as U.S. citizens at least 18 years old who have resided in Bridgeville for at least 30 days, are registered to vote in Delaware, and registered in Bridgeville.

Requires Commissioner candidates to be at least 21 years old, residents for one year, qualified voters for one year, with no felony convictions, and to file candidacy notice four weeks before election.

Removes outdated provisions regarding voting machines, voter registration books, and absentee ballot procedures, delegating these matters to state municipal election law.
