Requires Medicare supplement insurers to make all currently available policies accessible to applicants under 65 who qualify for Medicare due to disability, including end-stage renal disease.

Applicants must submit applications within 6 months of enrolling in Medicare Part B or within 6 months after the effective date of this section, whichever is later.

Prohibits insurers from conditioning policy issuance, denying coverage, or charging discriminatory premiums based on applicant's health status, and bans individual medical underwriting for these applicants.

Allows insurers to establish separate premium rates for disabled applicants under 65 versus those 65 and older, with two separate rating pools required: one for end-stage renal disease and one for other disabilities.

Requires Medicare supplement policies issued under this section to be separately underwritten and prohibits risks from being subsidized by other Medicare supplement policy holders, effective for contracts issued or renewed on or after January 1, 2014.
