Amends Delaware Code Title 18 to authorize the Commissioner to share confidential and privileged documents with state and federal insurance, banking, and securities regulators, as well as the National Association of Insurance Commissioners and International Association of Insurance Supervisors.

Requires that information shared with outside entities be maintained as confidential, not subject to subpoena, and not made public without prior written consent of both the providing entity and the affected company.

Permits the Commissioner to enter into agreements governing the sharing, confidentiality, security, and use of information consistent with state law and other applicable provisions.

Expands the definition of confidential examination materials in Section 321(g) to include documents and information obtained during the Commissioner's analysis of a company's financial condition or market conduct, in addition to examination materials.

Takes effect immediately upon enactment.
