Authorizes out-of-state and foreign physicians to practice medicine in Delaware without state licensure when traveling with visiting sports teams for specific sporting events.

Requires physicians to have a written or oral agreement with a sports team and permits them to provide care only to team members, coaching staff, and families traveling with the team.

Limits exemption to 10 days per sporting event, with the Board's Executive Director able to grant up to 20 additional days upon request, not to exceed 30 days total per event.

Prohibits exempt physicians from providing care to other Delaware residents except in emergency situations under Title 16 §6801.

Bars exempt physicians from practicing at any health care facility as defined in Delaware Code Title 16, Chapter 93.
